The Next Engine is the cheapest real scanner on the market but you also have to remember you need to buy the scanning software as well if you want to make a usable CAD models. The Next Engine is also limited in the size of parts you can scan and the accuracy is only average.
Depending on what you need scanned you might consider using a scanning services company. I had a few small parts scanned by these guys for a very reasonable cost. I had considered buying a scanner but the prices are just too high so when you factor in the scanner, scanning software and time to learn it all it may not be worth it. A scanning service company usually has higher end equipment so you will end up with better results.
